Let him then cite any instance where martial law on the public enabled such a massive undertaking in a positive way.

No way this works. It will take a long time to arrest and convict this huge global infrastructure. If we are locked down... all it does in ruin the entire economy.

Though to be fair. Street Gangs and Cartel thugs are a bit different then politicos and industry leaders.
