Mixing it on site is easy. Highway crews do this all the time. The problem is getting the cement, sand and aggregate to the island. One yard of concrete weighs about 1 ton and only covers an 8 by 10 at 4 inches thick. You can lighten the concrete using a shell/limestone aggregate, which Im sure they probably do anyway due to availability, but it wouldnt be by a substantial amount.
