If I was a city official, I would at least demand an investigation into the illegal tunnel, if only to make sure it's recorded on city's civil engineering drawings (to make sure future developers will not have nasty surprises when constructing new buildings) and to figure out who's gonna pay this bill/fine to get the tunnel filled in.
