The men digging the tunnel(s) were exchange students from Israel, and the tunnel(s) built in "Hamas"-style. The men were digging at night, so it is possible they were sleeping there in between school and digging. Yes, the tunnel(s) could be for sexual deviancy, and/or they could be for future terrorist acts.
