Often times a well is declared "dry" when only a portion of the oil has been recovered. The problem is in order to extract more they would need to do something like injecting high pressure water into the well to flush out the remaining oil. My guess is as the resource becomes more scarce a lot of old oil fields will be re-opened and subjected to more aggressive extraction methods.
