I think even amongst the deep State there's probably a number of people who are hesitant about this move, because it is crossing the Rubicon and the last time anybody tried to do this it led to civil war. They can't control a civil war. If things break down badly enough that everything goes kinetic we are all fucked. They don't want to rule over a nuclear wasteland from the safety of their bunkers. There's also no guarantee of their own personal safety should they break this fundamental agreement.
