The video is shot with IR camera focused 73 to 74 meters...which detects thermal variations which are not visible to human eye...so if true it could hover right in front of them and they wouldn't see it.
The camera isn't that special and it is widely used. As for the motivation of what is going on behind the camera and it's operator I can not speculate.
The camera in question is 73m or 239ft from the target given it's vantage point and it is higher then target as well...but I will speculate it is from a stationary security camera remotely observed, as for no warning, what kind of warning could be sent out that made sense? Beware of the thing I can see but but you can not? But the operator tracked it as it was seen in real time so it wasn't like they were unaware of it's presence...time will tell what it is all about.
Edit: Added info...reviewed video again...early on lower right corner 003 degrees and 3.5km...video could be taken from a heli or fixed wing aircraft. If true it would complicate raising an alarm as well.
My first thought was where are the people? A base and there isnt activity everywhere?
Then I saw two people and this flies directly in front of them. But they dont react at all? No finger pointing? They dont stop dead in their tracks?
Then you see two more people and again no reaction?
But somebody is aware of some unknown drone like object and is filming it for two minutes and there arent alerts? People arent firing on it?
Fake and ghey.

Correct.
So its an invisible jellyfish that a special IR camera just happened to pick up and follow for 2 minutes never sending out an alarm? Gotcha.
