Real segregation would have been better. Taking a bunch of black people and then using the law to force open access to existing infrastructure was never going to "just work out" in the long run.
There's no better way to permanently instill a "minority identity" into a group of people. At least with segregation they could have formed their own internal identity, politics, and capital flows and in my opinion they would have been much better off for it.
As it is.. they're now mostly a permanent underclass of generally unwanted people. Which makes them a perfect target for constant political manipulations. You can get them to burn their own shit down for things other people didn't even do.
