The problem is that they need to spread the cost of the prisons infrastructure and operations across 30 inmates. If they ever get around to prosecuting actual treason and crimes against humanity, this influx would bring this cost down to mere thousands of dollars per prisoner.

They have built 2 prison ships to help with the capacity so GITMO will be full!
