Maybe the "vax" didn't travel well? It was supposed to be kept at a very low temperature - way lower than a basic 'fridge can manage - so maybe long distance batches deteriorated. And maybe some countries trained their needle wielders to "aspirate" before pressing the plunger.
Naomi Wolf said most of the adverse reactions were western nations. Looks like pharma gave the bad batches to UK Canada and US.
