Can't they just ignore Biden's pause?
Yes.
Then fight it in the courts.
This move does not halt exports it puts on hold permitting export terminals. If you cant get your permits you cant build the big loading terminals at a port. I believe that this actually effects Louisiana more in the short term than Texas. They are building a large export terminal there now. I think its the biggest in the world.

And has Louisiana joined the States supporting Texas or were they just slower to do so?
