Remember, much of that land has been owned by ranchers for decades or longer. In order for some of the wall to be built it had to cross their land. Some of them made deals with the federal government to build fencing at the end of the rancher's property and all the way around it as long as they could enter and exit the main wall.
I suspect this is what is going on here. The feds built the wall like normal and installed a gate for the ranchers to get in and out, and if/when the ranchers ever sell to the govt the feds will likely use that as CBP buildings, or they can raze it and replace the gate with more wall steel.

Add a complicating factor...there are former(?) Mexican citizens pursuing restitution of family property going back to the Mexican War.
