This is not as nefarious as it seems. Companies contract with USPS to provide last-mile delivery. UPS, FedEx, Amazon, and many others have these contracts. The way it works is the item gets sent by private courier to your local post office, and then the post office provides final delivery.
It's economical for both entities. The private courier can handle large batches of packages and transporting those across the country better than USPS, but they don't want to spend the time and resources to visit every house that needs a delivery. On the other side, the post office is required by law to deliver to every house every day so the post office accepts these packages from the private couriers for a reduced postage amount.

So the contracted shippers you mentioned just drop them off at the post office when it's convenient. Essentially second class packages within their system behind their own actual in house volume.
