Viganò is always worth reading. He calls out the Bishops' (and the Pope's) failure to be spiritual fathers.
But honestly, "every high priest taken from among men is ordained for men in things pertaining to God" (Heb 5:1). When the quality of the people is not very high, the quality of the priests is not very high. It goes back to the family: you need strong, devout, and big families. Then, 25-30 years later, you will have strong devout men ready to be ordained. It's a long-term building project. The senior clergy nowadays grew up in the crazy 1960s and 1970s, so it's not surprising at the poor quality of them.
Yes, within each local church there is a structure, or a government if you will. But John, though spoken in thick code so as to not alert the Roman authorities who were a main subject of his revelation, pointed us to the coming false church that is the Vatican (the Babylonian mistery religion merging with the dominant state), and to the antichrist that is the pope. Every age has a "the antichrist" and throughout each age has many sub-antichrist minions who are referred to as "many antichrists". The definition of an antichrist is: against Christ, OR: in the place of Christ. Who claims to be "in the place of Christ" but the "vicor" of Christ?
Any early church history shows a fully operating papacy - primacy of Peter and his successors, shepherds of the pastorate or see of Rome, and even the New Testament alludes to this primacy in various ways.
The earliest documents of the church show both a papacy and catholic beliefs.
For the first few hundred years, to accept the role of St Peter’s successor was a guaranteed death sentence - I believe 28 of the first 30 popes were martyred.
As Jesus mentioned, with reference to casting out demons, no kingdom divided against itself can stand.
It is pretty silly then, claiming the papacy is in any way of the adversary, let alone the antichrist, when this office and institution were present at the founding of the Church, by none other than Christ himself.
