Artical assumes they win the war.
Logically the russians will re-populate after their victory.
Indeed. It is a wish-list.
Russia doesn't need land, and it wants a bigger population (they invited the white South Africans to come on over). So I don't know if they will be moving into Ukraine. The place does have good cropland though.
