Isn’t the last line highlighted the illegal immigrations? Border Patrol is taking their photos and giving them a card with their information. This is when they come over the border. I guess when they get to border patrol holding place they print the IDs. I’ve been watching a lot of videos by independent journalists at the border. My question how can someone that’s not an American citizen vote?
