They could now call this an "indefinite loan" and nothing about our foreign aid program would change. The US prints money, devalues the dollar and gives it away, hurting its citizens. They could call it a loan instead but either way it has to stop.
That is all true, and correct. However, when people owe you money, that is listed as an asset. Imagine what the value of the USA would like if we were holding on to outstanding loans, instead of empty air, for all the money we have given away over the years.

Plus I'm of the mindset that if the U.S. had a very strong military securing its own country, kept the money for its own people and didn't devalue the dollar by printing and giving it away, it would have less need to rely on the foreign money gifting game. Imagine less need for buying allies because you are solely focused on the well being of your own citizens. Creates less foreign enemies as well.
