I don't know why Grassley or Kennedy would vote for this. The only possible reason I can think of is to track the kickbacks, and find out where they are going. They are using this money to fund their coming insurrection in my opinion.

However, there has been enough billions already sent to have tracked the money if they had the resources in place to do so.

We don't know the plan, but in my mind this is damaging to two of few people I thought were good guys on our side.
