Seems to me that this has to be comms of some sort. There is no way that either of these humans are unaware of the white hats, the Q operation and their significance on the playing board.

So why....? Are they signalling to other parts of the Cabal that they have made an alliance? Are they indicating a cooperation between factions?

There is no way this is without meaning. Eyes on.
