My only explanation for this is... President Trump is on his first term under the newly reborn Republic while actor Biden is the CEO of the bankrupt USA Inc corporation.

So he can run for a second term at minimum. Perhaps even a third depending on whether that limitation carries over.

However, iirc in wartime elections are skipped...so what we saw may have just been a "show" as Q said.
