There is an intrinsic understanding from the consumer PoV that their data is protected from other entities, e.g. not publishing to the media what your activities are and other specifics.
From a business standpoint, Elon does not want to give the media an opportunity to attack him on these grounds -- that can have real financial repercussions for Starlink.
From the other side of things, Elon is not responsible for the people who use it with malicious intent, as that would bring other implications with it.
So, it's not about privacy specifically but about having a certain amount of trust from the consumer that their data won't just be brought to the media and published.
If it wasn't Starlink, it would be anything else. It's not the only way to access satellites, especially for a foreign government.
Stopping their entry would solve the problem, whereas a statement from Elon would not.
