There are three main carriers left. AT&T, T-Mobile and Verizon. All of the rest are Mobile Virtual Network Operators (MVNO) and ride off the back of the big three.

Since AT&T is down and having issues, their MVNO partners will too. Cricket, some Straight Talk, Consumer Cellular, and FirstNet (emergency network) are the main ones. See more: https://www.androidcentral.com/complete-list-att-mvnos

The other providers on down detector are most likely just people trying to send or receive data/voice from AT&T and assuming their service is down because it's not sending. Verizon and T-Mobile all appear to be up and functioning.
