This is common practice in the university and medical settings since at least the late 90s. No doubt in other settings as well. When first called out at the university level it was explained the competition for the select few individuals who met the qualifications drove up the salaries, benefits, and perks. In truth, it was to create a cadre of individuals that did whatever they were told to do in order to keep the lifestyles the higher salaries enabled.
Although equity and equality are definitely not the samething... how is paying anyone of any color or ethnicity less for the same job "equal"?
