Looking at it more deeply, Devolution/COG kind of operation is very hard to pull off, especially while maintaining the required level of secrecy. Trump being surrounded by incompetents was very necessary - otherwise the Fraud would have been prematurely blown open and the entire Devolution would have failed.
But it looks terrible for smart people around him. Its not just Tucker, even Patrick Byrne was lamenting about this. And the fact that Tucker hated Trump in the moment just shows how passionate Tucker was about the obvious election fraud, that he could not properly cover.
He was absolutely honest though. He did cover it. He did get tons of flak. Ultimately they kicked him off Fox because he wouldnt stop covering the fraud.

Whether Tucker was ever a CIA agent, in this clip he comes across as very genuinee.
Just as you say here, it was necessary for the plan that the definitive proof of election rigging be held back for a long time. Tucker didn't know that.
