Idk he's 4/5ths retarded so idk but I'm not convinced at all on the color blue DEW stuff just by watching a video of a dude hitting colored cloths with a laser we know nothing about it's configuration, frequency etc

Simplest explanation is hot cinders get picked up by the wind and deposited on rooftops. Depending on the material the roof is made of it may resist combustion.

Roofs can be made of certain types of ceramic shingles or heavy duty metal as opposed to asphalt or wooden shingles.
