Did they really change the chain of command? Or, did they actually follow the established chain of command?
I get we werenβt involved in a fast-paced wartime posture at the time, but the chain of command exists for several reasons and one is to know who takes over if someone in the chain is incapacitated.
This feels like a contrived scenario to deflect from the disastrous policies of this Administration. Instead of focusing on the things that are adversely impacting our fighting men and women, Congress is sensationalizing Austinβs brief absence.
I personally found it strange that Austin didn't tell Joe he was going in for some major medical.
To your point about chain of command, IIRC, the "TV Generals" were removed from the direct chain of command and combatant commanders were put next in line.
I will have to research if the Secretary Defense was removed too.

Maybe Bidenβs inner circle had called a lid for the day? Or, Austin knew Biden wouldnβt comprehend it anyway?
I have a sneaking feeling that everyone in DC knows Joe really isn't in charge.
