It's not a matter of willfully ignoring, it is a matter of executives not reading, because they already know everyting. And in the end, they know that de-population (i.e. green) is desirable via woo-woo fee-fees.
Meanwhile, they continue the tyranny of off-with-his-head to cut expenses: Get rid of all the riff-raff. Clean it all up. AND ... grass is so expensive, someone has to mow it, let's give a contract to our mate. And of course, the riff-raff they think they are cleaning up, are the pragmatic gum-shoe grey-haired (prolly male & white LEL) report writers.
And of course the homelessness, caused by financial hardship, caused by a lack of water or power, is totally not the executive's fault. Why are there so many needles lying about in the park again? Oh nose. Clean up the riff raff before the important man from China sees them. (Where did those poeple get shpped to BTW?)
The supposed report was there simply to tick a box, as in: Yes, we have conducted a full risk/benefit analysis. But, risks and benefits have a habit of being elusive in analysis, especially if the report is styled upon a similar report, not written 'from scratch'. Perhaps the template only considered the horny-crowned, blue-tongued lizard: AHA insert the salmons LEL. But that alleged report decidedly did NOT consider the humans, for example, the people running homes on hydro, or the orange-orchard, watering enough trees to provide jobs for 50 pickers.
Furthermore, Risk/Benefit analyses are often hammered into positivist budget constraints, considering only value in terms of money spent by the orgaization, not the external public good. After all, those outward values have been supplanted with the GREEN or INCLUSIVE rebel yell, igoring all qualitative or secondary roll-on effects. Neither does any report venture into the realms of systems thinking. A Dam is integral to a system, and systems have a different cause and effect dynamic, which can balloon alarmingly, in terms of debacles. But hey, all that academic stuff is not real.
What is real is the tyrants ordering everyone to follow their demands.
