This happens so much. Hit and runs by illegal immigrants. They kill a person then flee back over the border escaping any consequences for driving without a license or insurance. Ridiculous. In San Diego billboards showing the killed hit and runs asking for information are all over the place. It was explained to me why the killers are free and clear. They drive right back over the boarder to escape justice.
