Shower thoughts, if we believe that monarch/mk programs are used extensively on the children of elites, and if they're set up with trigger-able alters, and if WH know these and how to start freeing them... granted, it would not be simple because of the watchdog alters, suicide alters, etc. But there are freed victims, so we know it's possible, takes awhile however.
