Rand is being Rand and standing by Libertarian/Free Market/Limited Government principles. Wouldn’t be the first time it landed him in hot water or left him looking foolish. He caught flack repeatedly during Trumps first term. For repeatedly breaking with the party and backing Dem attempts to strip powers from the executive. Every attempt failed dramatically.
About the only other thing he can reliably be counted on to do. Is vote in favor of legislation to empower Congress. While the rest of Congress usually demonstrates why that’s a bad idea.
The rest of the time when things are more murky or less clearly defined from a principle’s perspective. He’s somewhat flexible but usually follows the party line.
Frankly I think the only reason the GOP hasn’t tried to unseat him is to keep a small piece of the Libertarian leaning vote.

Rand Paul isn’t stupid. Given congress’ willingness to pass a bill this murky, I’d say don’t pass it. It needs more investigation.
