Source ie what did he say EXACTLY that created this impression?

Why I'm asking:

As a former federal prosecutor he wouldn't be in the position to "recommend prosecution" of ANYONE, much less a former President who is currently the Republican nominee to be President again.

And his testimony gave the impression that he's not only an educated lawyer but he also has an old school prosecutors apolitical and careful mindset.
