i'm sure someone has when you think about how many independent/tiny company people out there make stuff (or just have the ability and tools to do so)

at LEAST a mod for some pre-existing game

but good luck ever seeing it because you know they'd shut that shit down quick

(although one could play a sandbox like gta or skyrim or etc and do that, if they just used their imagination and ignored the actual missions/dialog lol)
