In 2020, a guy I know voted for Biden in his state primary, and then he voted for Biden again in November. I tried to report him for voter fraud, but nobody seems to care. I don't understand why this is so hard to find, they're not even hiding it.

You can vote in both the primary and the general election, in all the states I've lived in.
Check your local laws.....
