IMO Pence is undercover, playing a role, and dropping hints for those who can discern.

He can't endorse Trump because Trump is already CiC or something to that effect (devolution).

He doesn't compare J6 prisoners to hostages because the ones being held weren't even at Trump's speech, but were rather at the Capitol mixing it up with the police to set a the trap.
