The problem with SB4 is it places primary responsibility for enforcement upon local districts and sheriff departments. Those local LEOs are already stretched thin, and if they allocated resources to SB4, they wouldn't be able to maintain the normal functions keeping local citizens safe. If Abbott sends Texas guard or other troops, then that would be a different story.
Law enforcement agencies all over the country are suffering from being understaffed. The illegal invasion has simply become too big a problem to be managed in this way. This is not the only Texas department who has made a similar declaration as in the video.

LEO agencies around the country are experiencing the same issue. Officers/deputies quitting and/or retiring, and new hires not joining at replacement rates. Maintaining public confidence is a prime directive.
You have to look at both sides of the issue. Why would a local agency agree to take on additional responsibilities with a fixed budget? Is there enough jail space? Do they have vehicles for mass transport? Officers to reallocate? Compromises would have to be made. Politically, if an agency wanted to force politicians to (in this case) do what they're supposed to do in the first place, they would say just as this sheriff did in the public statement.
You have to look at the statement from a PR point of view. He wouldn't want to alarm local citizens by calling upon Abbott to send additional resources, because then it raises concerns about the safety/protection that locals expect. Also, you don't want to give an indication to criminals that the locality is overwhelmed and a good target for crime.
