I might be crazy but I feel like its a clock with 13 points. The 13 point is dead center and 1 is really 13 pointing to 12. Its the short hand and the hand between the 10 and 9 is the minute hand. Maybe my backwards upside down thinking will stimulate someone else to figure it out.
