I have the strangest feeling this will all be moot when the event occurs.... whatever it is... because don't you know NYC is marked for cataclysm of some kind? Natural or dark project contrivance. The amount of change that needs to occur to take all the scourges off NYC would take decades of ethical handling. Apologies to those who live there... but I wish you'd all jump ship. Most big cities, same thing.
It's going to be the military. We've already been told. I think martial law and military courts. Civilian courts will be paused and perhaps even prosecuted themselves.
