They need to send all the illegals to Brussels.
Tell it to Oregon which is eliminating small farms, taking away healthy livelihoods and healthy food . . . with the excuse of water, follow the water . . .
CITIES use more water don't they?? If they cared about the environment, small farms are the LAST places they would shut down!
Look at the population centers for water usage and water waste. Car washes? Lawn watering? Not against those of course. But small farms?
Like HOW does the State of Oregon, claim to own access to the WATER which is on one's own property??
And doesn't it rain a lot in the North West Rain Forest? asking for a fren . . .
All part of the depopulation and starve the people in submission. Obummer claimed there were not enough Farms to feed the world and also continued to shutting down farms.
Just to answer: Mineral Rights. Basically anything that’s a resource below the ground is owned by the Feds or State unless those farms/people personally own the Mineral Rights.
It goes back to the Gold/Silver/Oil/Gas mining laws establishment days. Water is included in that. Like most if not all of the US, even if you “own” the property, you have to get a permit in order to have a Well put in to pump water out. Or to mine anything off your land if you don’t own the Mineral Rights.
I thought mineral rights accrue to the property owner unless he has sold them, e.g. to an oil company. How else could a property owner sell mineral rights to an oil company if he didn't have them?
IF the state "owns" the water, what gives it the right to deny it to homeowners and farmers, so that they can enjoy their property rights and earn a living?
WHO do they WANT to have the water? If not the individual property owner and farmer??

The law is now hanging in the balance, as a vote to pass it on Monday was canceled after Hungary withdrew its support for the bill.
The EU countries’ environment ministers called off the vote after Budapest said it would no longer back the policy.
