Pretty sure this is to give illegal immigrants sympathy, while painting Putin the usual villain they think he is. So fake news is fake.

It's not quite fake news according to what I've seen on telegram.

Hundreds of thousands of migrants got Russian citizenship, a lot of them fraudulently apparently, through programs that help people living in former soviet republics get citizenship.

If you become a citizen apparently you have to sign up for the draft or possible compulsory military service but no one does that.

So the police round em up, fine them for draft dodging, bring them to sign up. But I don't know if anyone is actually drafted at that point.
