It is a very long, and difficult process. But, ya.
As i am in no way knowledgeable in the field nuclear power plants other then they have nuclear cores to make power, i would imagine taking the remaining cores with you when you lock the doors the last time would be enough to "shut" the plant down.
Sounds like the cores are batteries/fire-logs (burning independently)
I have no clue. All i know is they use the cores. Then magical unicorns take the spent cores away without irradiating the entire countryside.
