They can't find what department(s) it was allocated to. It likely got there when the state changed over to a whole new computer system some years ago. Some people are looking to the Treasurer Curtis Loftis but that isn't his job. The State Treasurer invest the state's money, the comptroller is the one who should know what department it belongs to. Some years back the state announced they had a $1.3 billion surplus. Afterward when I talked to my friend/attorney and State Senator I told him they just admitted to me that they over-taxed us by $1.3 billion. He agreed.
