It's when either the downvotes greatly exceed upvotes (which is why YouTube hides the downvotes now) or when a post gets way more negative feedback than positive.

In this case, there are more than 4x as many comments as there are likes, which shows an overall negative response (because if it was positive, people would have liked the post).
