Makes sense.

Also makes it easy to round up the illegals, prosecute them for trespass and violation of immigration law, as well as sending the Blackrock executives to prison for aiding and abetting criminals.

We also gave them cell phones...mobile tracking devices. Debit cards can be used to find their general locations when they're scanned.
