I read the article to see what exactly is the emergency to prepare for. Gee, its PEOPLE. Guess what, Texas has been dealing with much more than Indiana.
Isn't a state of emergency the only way to access federal support? Maybe due to the influx of people into these areas there is a possibility for something huge to happen (maybe planned?) and the emergency declaration is simply being proactive.
