A "vaccine" that just doesn't work... would be something like saline or glucose solution.

A "vaccine" that is extremely harmful would result in miscarriages, heart problems, blood clots, rapid growth cancers, blindness, neurological problems, immune deficiency and other problems.

This wasn't about conquering the human mind. This was about destroying 2 Billion people's immune systems and reducing the population through mass genocide.
