The system involves either bribing or coercing them. Some parents give up their children knowing it will give them fortune, or will give fortune to their sibling. It's messed up. Q may have described this, not sure, but MK'd whistleblowers and other escapees from the system confirm this. The good thing is that the system is now being dismantled.

The latest spyderman movie had some good comms about how that system is now ending. Good movie, too, with a good message.
