I saw it some hours before and thought it was a heraldic thing. And just 15 minutes ago I saw it and boom, I knew what is pictured!
At the sides you have the fasces which are also displayed in congress. They are equipped not with axes for control, but surveillance cameras.
In between the fasces of controll is the bird of free speech, but caged by "free speech without reach is censorship". The bird has laurel leaves (victory) and arrows (attack) on the other side in his claws.
The bird is shieled against direct attacks with a shield.
And no direct connection, only my intuitio to look up "when do birds sing" in the Q-Drops.
BUT just yesterday and today the censorship and tyranny in Brazil was a thing on X. Elon Musk was attacked for not complying to the supreme judge of Brazil, Alexandre Moares. They threatened the X team in Brazil with jail, like tyrants do.
