That seems to have been done in coordination with the IDF. The IDF had their soldiers stand down for 7 hours to let the attack take place.

Considering Israel had construction plans for Gaza before the hang-glider attack, I wouldn't be surprised if the attack was entirely funded by Israel or international Satanists.
