The abuser knows his bishop can denounce him to the authorities any time. That does tend to make the abuser rather compliant with the bishop's wishes!
At root, it's a power trip.
An old friend of mine, involved in music in the RCC, told me flat out, the priests are all gay. Very matter of fact about it. Didn't seem embarrassed about it. Didn't seem to think it was a problem.
The RCC is like Hollywood and DC. Gay, transgender and Satanic.
The gay mafia support each other in the seminary and climbing the hierarchy to protect each other.
Straight men had a harder time getting into a seminary, and had to shut up or be kicked out.
It is not as bad as it was a couple decades ago. Seminaries are better, more men enrolled and more priests.
I can't see why people blame the Church herself for those who subvert and destroy her from within.
I would not say all priests are gay, but a significant percentage of them are and they are the ones in charge in most dioceses. Straight priests are rarely offered the high-profile assignments. You want to find good priests, look at the smallest parishes in the crappiest part of town.
