The monocle has nothing to do with it, but right hand inside of a coat/jacket/shirt like that is a masonic gesture.
His hand is hidden inside his jacket. That means he was part of the hidden hand club which is the illuminati. That means that he was not the creator of communism, but just a vessel to spread it.
It's the "hidden hand".
Or, he just had an itch in that particular spot at the exact moment the phot was being taken.
So many dignitaries have an itch in that area. Even for paintings. Napoleon for one.
